Pay for the org.
Not per seat you can’t count.
Installing the app is free and open — connect whenever you like. Every plan meters the same 19 connectors and keeps the history GitHub throws away.

The fine print, up front
Do I have to pay to install?
No. Installing the read-only GitHub App and connecting your org is free, and you can do it whenever you like. The 14-day clock only starts once we detect you actually using the app, so an org that connects and forgets doesn’t burn its trial.
What happens if I don’t pay at day 14?
Syncing stops and your data freezes exactly as it was — you can still log in and look at it, and one payment resumes collection and backfills the gap where the source APIs still expose it. Nothing is deleted at that point.
How is the annual plan charged?
As a one-time invoice you pay per year, not an auto-debit mandate. Monthly plans auto-renew and can be cancelled at any time — you keep the cycle you already paid for.
Which taxes apply?
Indian customers are charged GST on top of the listed price; the GSTIN you enter at checkout appears on the tax invoice. Prices outside India are listed and charged exclusive of any local tax you may owe.
Do you charge per developer?
No. The price is per connected organization. We can’t honestly meter per-developer value because GitHub doesn’t attribute Copilot cost to people or repositories — so we don’t bill on it.
